Diplomat- Create Newsletter*, View/Edit Applications, Diplomacy: View Requests, Diplomacy: End Pacts, Diplomacy: Declare War, Create Clan News

Veteran- Create Newsletter*, Diplomacy: View Requests, Diplomacy: End Pacts, Diplomacy: Declare War, Create Clan News

Scout(Recruiter)- Create Newsletter*, View/Edit Applications, Diplomacy: Declare War

EliteFighter- Create Newsletter*
